Francis Howard was a genre and portrait painter, art critic and collector. He was the stepson of T. P. O'Connor, the Irish politician and journalist.
Howard studied art in Paris and London, and lived in London. He was the founder of The Star newspaper, amongst others. He was also the Honorary Secretary of the International Society of Sculptors, Painters and Gravers. He was not efficient enough for the President, Whistler, and eventually resigned.
