Scoones was a collector.

Life:

In 1884 Scoones bought Blue and Silver - The Islands, Venice, (M.212). AT that time he was living near Whistler at 14 Chelsea Embankment.

He was 'Coach' of every candidate for Foreign Office and Diplomatic Service and of many of the candidates for the Indian Civil and other services. He wrote several works on education and the civil service, including The Public Schools and the public service. On the method of selecting candidates or the civil service of India, 1875 and 'The Civil Service of England', Macmillan's Magazine, February 1875.

He also wrote Four Centuries of English Letters, 1880, and was on the council of The Society of Authors in 1893.
